The lists are updated unfrequented. The date-time shows the last time, a cached version of the list was updated.

Fishy means, that something is suspicious. In this case, the lists are about suspicious email-addresses, domains and top-level-domains.
That means, if a tld, domain or email is marked as whitelisted, greylisted or blacklisted.
Whitelisted means, that the email-address, domain or top-level-domain is not suspicious. Of course, there is no guarantee, that the data is correct. But you should not block whitelisted data.
